This training will equip attendees with the knowledge and resources to advocate for equitable health insurance coverage for mental health and substance use disorder treatment as mandated by federal parity law. Passed in 2008, the federal Paul Wellstone and Pete Domenici Mental Health Parity and Addiction Equity Act requires most health insurance plans to cover mental health and substance use disorder services in about the same way that they cover physical health care services. Still, more than a decade after passage of the Parity Act, access to mental health and substance use disorder services remains a challenge for many in need. This training will provide an overview of federal and state mental health and substance use disorder parity laws and enforcement efforts, and will offer action steps and resources to help overcome coverage obstacles.

Objectives:

  • Identify how federal and state parity laws and enforcement efforts impact access to mental health and substance use disorder treatment in New Hampshire 
  • Recognize and report suspected parity violations
  • Navigate the appeals process for claims denials
  • Utilize resources available to individuals and providers that answer questions and address parity concerns
