Financed through the revenues generated through liquor sales in New Hampshire, the Alcohol Abuse, Prevention & Treatment Fund (“Alcohol Fund”) is an innovative, fiscally responsible, common sense approach to addressing substance misuse. The intent behind the creation of the Alcohol Fund was to direct 5% of gross profits of alcohol sales to substance use disorder prevention, treatment, and recovery.
About the Bill
HB 1702 repeals the Liquor Commission Fund and requires all revenue generated by the New Hampshire Liquor Commission to be deposited into the state's general fund.
The bill removes the requirement that 5% of gross profits from alcohol sales be deposited into the Alcohol Abuse Prevention and Treatment Fund ('Alcohol Fund') and instead directs the legislature to set an amount based on an appropriation included in the state operating budget.
In addition, this bill would also disrupt the funding structure of Medicaid expansion, potentially putting the program's funding, and the health care of thousands of Granite Staters, at risk.
Bill Status
On March 28, 2024, the House of Representatives voted to send HB 1702 to interim study, meaning it did not advance in the 2024 session. This is a win - we protected the Alcohol Fund!
