Data shows that access to recovery housing is associated with positive outcomes including decreased rates of substance use, lower chances of reoccurrence, and reduced rates of incarceration. Recent years have shown an increase in certified recovery homes across the state, but there are still not nearly enough available beds to meet the needs of our communities.
HB 1521 as amended would support the development of recovery housing, further addressing the state's ongoing addiction crisis.

Bill Status
The House of Representatives passed HB 1521 in late March 2024. On May 22, 2024, the Senate added harmful language to the bill that would make it more difficult to develop recovery houses in some communities. Since the bill was amended by the Senate, it went to a Committee of Conference to work through the differences.
The Committee of Conference was unable to come to an agreement on the bill, so it did not advance in the 2024 legislative session.
